

A new city Ordinance has been released regarding fireworks usage in the City
of Valparaiso. The new ordinance is as follows:
Article 2: Discharging of Fireworks is Prohibited with the following Exception-
- Public displays where a permit is granted.
- Consumer fireworks can be used on the following dates and times:
- Between 5pm and 2 hours after sunset from June 29 to July 3rd.
- From 10 am to midnight on July 4th.
- Between 5 pm and 2 hours after sunset from July 5th to 9th.
- On December 31st from 10 am to 1am on January 1st.
Article 4: It shall be unlawful for anyone under the age of 18 to fire, shoot
off, or discharge any consumer fireworks within the city limits without the
direct supervision of the minor’s parent or legal guardian.
Article 7: Penalties:
- Any person convicted of violating any provision under this Ordinance shall
be subject to a fine in the amount up to $25 for the first occurrence, $50
for the second occurrence and $100 for the third occurrence.
Valparaiso Police will be enforcing this Ordinance during the upcoming July
4th weekend.

Yesterday afternoon Valparaiso Police responded to a vehicle crash with
injuries. Police have learned through their investigation that a
tractor-trailer traveling in the WB lanes rear ended a vehicle stopping at
the automatic signal to the entrance of the Pilot Travel Center.
The driver of the vehicle identified as Lahna Gibson, 41 yrs old, of Fort
Wayne was killed in the crash. A passenger identified as Mack Gibson, 49 yrs
old, of Fort Wayne was transported to Porter Hospital and remains in
critical condition. The truck driver who was not injured, was identified as
Douglas Stockdale, 58 yrs old, of Machesney Park Illinois.
The crash remains under investigation.

The Valparaiso Police Department responded to a crash with injuries at US

and the Pilot Travel Center, 4105 E Morthland Ave. Officers arrived and
learned a tractor-trailer had collided with a passenger vehicle.
One individual inside the passenger car was killed in the crash and a second
was transported to Porter Hospital in critical condition. The truck driver
was not injured. Valparaiso Police Department, Washington Twp Fire
Department, Porter EMS and Indiana State Police assisted at the scene.
The crash is currently under investigation by both the Valparaiso Police and
Indiana State Police Department.

Law Enforcement Officers throughout Porter County, including Valparaiso Police, will be working extra patrols during the July 4th weekend. Officers will be searching for aggressive driving, speeding motorists, seat belt violations and drunk drivers.
Motorists that report drunk drivers from their cellular phone, that results in an arrest will receive a $50.00 reward, sponsored by the Porter County Drunk Driving Task Force. Individuals reporting the drunk driver must provide their information to police to receive the reward.
The extra patrols are being funded through the Porter County Drunk Driving Task Force and the Governors Council for Impaired and Dangerous Driving.

Woman taken to Hospital with Self-Inflective Gunshot Wound to her Leg
Time of Incident: 10:45 a.m.
The Valparaiso Police Department responded to the 2900 block of Virginia Park Drive for a welfare check on a female subject that was threatening to harm herself. Police learned prior to their arrival that the female subject was in possession of a hand gun and had shot herself in the leg.
Police officers arrived at the location and the female subject refused to exit the apartment. Officers began evacuating nearby apartments and the Porter County Emergency Response Team was called to the scene.
Prior to the Emergency Response Team arriving at the scene Valparaiso Police Officers were able to talk the female subject into surrendering and receive medical treatment. Valparaiso Fire Department EMS treated and transported the subject to Porter Hospital. The female subject was home alone at the time of the incident.
Police continue to investigate the incident.

Boyfriend Arrested for Causing Death
Yesterday morning, (6/19 at 6:35 a.m.), Valparaiso Fire Department EMS and police responded to the report of an unconscious female subject at 7 Weston St.
The female subject identified as Elizebeth Lepucki, 44 yrs old had been transported to Porter Hospital and later transferred to a Chicago hospital, were she was declared dead from her injuries Thursday evening.
A boyfriend identified as John Norris, 48 yrs old, originally informed police he located Lepucki unconscious after waking up that morning. Through further investigation and interviews with Norris, he admitted to police he was the cause of Lepucki’s injuries.
Currently Norris is being held at the Porter County Jail for failing to register as a Sex Offender. Additional charges (Murder) are pending against Norris.
